I don't know the ISBN or ISSN of the publication. What next?

It is well worth trying to find out. If we do not know the ISBN or ISSN, the publication will automatically fall into the 'Other' category and this will affect the amount of any associated collective rights.

You can try to retrieve the ISBN via this link in the catalog of the Royal Library: https://www.kb.nl/

You can search for the ISSN here: https://portal.issn.org/

If a book does not have an ISBN, you will not be able to submit it online, but you can use the submission form books https://pictoright.nl/app/assets/Pictoright-Opgave-Boeken.pdf as long as it is available for sale and has a print run of at least 250 copies.
